Son of William V. T. and Florence Burrow of Toronto, Ontario. Frank is buried in the Resthaven Memorial Gardens, Scarborough, Ontario.
Frank's brother, William Oliver Burrow, died when HMCS ATHABASKAN was torpedoed and sunk during the Second World War.
